How to rename a tag in android app? That should change all names of the tag in all notes which it belongs to.

The short answer is that you can't rename the tag in Google Drive sync. However, you can rename tags in Journey Cloud Sync. To rename tags in Journey Cloud Sync, go to web app > settings > Cloud > select Journey Cloud Sync > Manage tags.
